Imperial City bug or nerf?

Over the past few days I have been farming the IC an noticed something. One of the civilians has never spawned.
This screenshot was taken from the EP side looking down from the perch in the Arena District.
In the past there have always been 2 civilians spawning at this location, but recently there has only been one.
If this is a bug, then it should be addressed. If this is a nerf.... why?
Can someone shed some light on this? I am curious as to what is going on.

Major_Mangle✭✭✭✭Always found it strange to begin with that you could attack from the spawn point. Should be a sanctuary area the entire spawn point so you can´t attack or be attacked.Ps4 EU 2016-2020
