Yup. Which means you can't keep a couple of hours of double XP on lowbie characters any more. *SIGH* I hate that they changed it for that reason - sure, not having to mess with it makes people who can't keep track happy, but damn it Kevin - I LOVED having that extra XP sitting around on all the babies for when I get them out to level some!

Did they change it for that reason? I was under impression that:
1). With mementos disabled in Cyrodiil, you used to have to leave PvP, drink brew, queue, and go back into Cyrodiil if you wanted the double XP up continuously. Players did not like this.
2). Even in PvE, you would get wrapped up in actual gameplay, XP buff would drop off, and you would suddenly realize you had been getting normal XP for a while because you forgot to keep drinking brew repeatedly all night long. Players did not like this.
I recall a lot of genuine complaints about the old XP boost. That it was cute and fun and had some off-label perks (like having it active for a bit on alts even after event ended), but it also had downsides that were addressed by the change to making XP buff part of event itself.
