You made me wonder why it didn't work that way in the first place? Seriously, the belt styles are too subtle. If the style of the hip plates depended on the belt, then it would be both more logical and more unique than just 999+ types of small and inconspicuous thing on the belt. Just why ZOS?
I wouldn't want the hip plates to be added to belts. That would ruin a lot of really nice belts we have, because some of the hip plates that are a part of those motifs are huge/have issues that would mess up many already existing outfits people have made.

I don't think that in all of these outfits, the little thing on the belt has a really significant role.

Plus, adding it to the belt solves nothing. We have no ability to hide the belt on our armor, so we'd be stuck with hip plates once again, just in a new, even more annoying form.
The only way this would work is if they offered a version of the belts with and without the plates. Which of course, they could do easily since they already exist without them (and hopefully, stay that way.)
