Soulcleaver set and health cost for abilities

I saw the PTS notes indicate they are reworking Siphoning Attacks, there is health cost associated and currently the Shrewd and Healthy Offering’s health cost goes up when I put the Soulcleaver set on. Will the reworked Siphoning Attacks work the same way? Is the health cost going up intended or an oversight? It feels like the 5 piece buff is working backwards on these skills. Thanks!

✭That’s extremely weird, I remember awhile ago ZOS confirmed to an absolutely unsurprised Nightblade populace that the set was bugged on Swallow Soul, so I wouldn’t put it past them if this was broken too.0
