Use A Counterfeit Pardon For Ember

I've used both blue quality and purple quality counterfeit pardons with ember out and neither have given me the last line I need for the "Ember's Favor" achievement. Am I doing something wrong here?

This might be a dumb question, but does it only count if you have a bounty to clear?

No idea. I had never thought to try using one without a bounty.

Hello. I just experienced same problem. I used pardon edict and in achievement it not counted. I Did it again, still nothing. But I did not have Ember by my side. I called her and than I use this edict. It works, done

Not 100% sure but it cannot be used while no bounty.
