    • Spell pen or pen in general depends on who you are fighting. An enemy with 33k resists you would want 33k pen. This is because pen is worth more than sd/wd which is worth more than max stat in terms of damage output....... One line of sd/wd causes a damage gain of around 40-50% more than one line of max stat.......One line of Pen gains roughly 80-90% more damage vs one line of max stat. So who do you want to kill? Are you doing BGs? Zerg V Zerg? Smallman zergbusting? Duels? You need to figure out what the average resist value is of the demographic you want to kill. For me, I target 25k to 30k as a general range. Lets say you wanted to 1vX, sometimes it can be advantageous to give up on the notion that you will kill tanky players >>> so instead of 30k pen you do 10k pen and invest everything into max mag or sd/wd to boost shields/heals. However now you can only kill low tier players while easily surviving outnumbered.
    • Spell critical. Unless major/minor buffs fall into your build I do not go out of my way to build crit. Dont get confused, crit damage builds WILL outdamage pen builds....... if you have enough crit. You must invest in 2 crit stats to beat out pen. Which is why Mechanical Acuity is so prevalent since at times it is worth like 4-5 sets when procced.
    • Resistances are much like the inverse of pen. Most people these days are just doing a mix of 4-5 heavy with 2-3 light or medium. Reinforced heavy chest. Your average pvp build would sit anywhere from 27k to 32k resists. I may be a bit off meta, but there are arguments for finding high % damage mitigation sources if you wanted to go light armor. Instead of back alley resist sources.
    • Stamina is entirely up to your skill level or preference. For older sorcs who got used to playing in metas that required sustain sets and enchants, today is a joke since recovery and cost reductions grow on trees. The only max stam I get is from racial passives or triglyphs. Even now I question dropping triglyphs for all max hp. Mainly due to heals that scale with max hp plus the damage scaling reasons I listed above in the pen section.
    • Crit resist you will still want to stack. 6 impen is all you need. Although most people are using the Rallying cry set because it basically gives you hundings and impregnable 5 piece to your group...... zos balance at its finest.

So a simple starter build would be bloodspawn with some combination of Oakfather, RallyingCry, 5xShatteredFate, CleverAlch, WretchedVitality, 1xTrainee, 1xMythic of your choice or Arena Weapon.....this pretty much goes for any class.
