Why can't I gift Crown gem Items?

Is this a bug? Or is ZOS really telling my what i can buy for people with my money? I can gift crown items but but crown gem Items.
I wanted to buy an Apex mount for my daughters account and could not.
I found this to be frustrating and unacceptable.
I truly hope it's just a bug.

Ty for this, But it was reenabled months ago. We are capable of gifting Crown items But not Crown gem items.0 -
Alastrine✭✭✭✭If you mean you want to use Gems that you have to buy something to gift, we've never been able to use gems that way, only to buy for yourself.
Gems and Endeavor Seals are for your purchases only.
Crowns are for gifting.

Thanx, I didn't know this. I strongly do not agree with it though. It's my money, I should be able to spend it how I wish!
