Failed to download applications library

I'm intermittently seeing this error from the launcher on a couple of my computers.
Failed to download applications library. Seems to have started a couple days ago. The launcher then exists, but if you try a few more times it may eventually work. Again seeing this on multiple computers. Any others seeing this happen?

    Yes. Usually works normally when I start the launcher the second time. It has been like that since the last chapter launch and I'm not questioning it anymore.

    Same here. Get a few times now and then. Something is really screwed up for the launcher just to exit like that. There is no reason for the launcher to exit for any reason, including no network.

    Same here, but it usually remedies itself.

    For anyone seeing this issue, I fixed mine by going into

    C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\Launcher and deleting the PrograData folder

    Relaunch game and then it worked. I had to do this on all affected computers.
