Light and Shadow furninshing not dropping

One of my housing designers asked me to get Light and Shadow decoration for my Halloween house (in July). So, that day I learned about how to get it and go every day to pick up my freebie....and never got it. Halloween is over, but I am worried that I'm not even doing the right thing, or it changed, or maybe I just have terrible RNG. According to everything on the internet, Light and Shadow drops from Shadowy Supplier when you pick the option "Do you have anything to make me appear less noticeable?" I'm currently over 20 monk disguises, several stats of Roguish Draughts and over 10 Leniency Edicts....but no Light and Shadow. Am I even picking the right option or is it actually less than 1 percent drop rate?

✭✭✭It's a rare, RNG-based drop.
I've gone a long time without getting one, and then I'll get two within three or four days. But that has happened only twice.
RNGesus is fickle.

YORKSHIRE76✭✭✭It is pure rng, you could try looking in guild traders as the item is not bound, so someone may have listed it for sale. If you have friends playing or are in a guild you could always ask people to try their luck at getting it to drop.

✭✭Get more characters who can interact with supplier, took me a while to get enough of these for one small house.
These are pretty rare in general, I've been taking alchemy ingredients on four characters for a couple of years and only got ~170 blood samples with over 4000 interactions.1 -
