Which non-vanity items are valuable and useful for players that are worth the purchase?

Worth the purchase from trading with other players, that is. I have no desire to spend a large amount of money on NPC vendors. I'm here to contribute to the game's economy even though I play solo.

So which is it? Any gear is a little bit useless unless it's CP 160, right? Until then just rely on loot and quest rewards? Is that right? What about food buffs, beverage buffs, and potions?

I heard that this "perfect roe" thing is valuable. Is it worth the 15k each unit? Should I buy that?

I'm only asking about non-vanity items. Nothing like a pretty house and furniture or useless pets.

Unless you want to make the recipes that require Perfect Roe, why would you buy it? There's several recipes that use it: couple of Orzorga's, the Ambrosia ones - Orzorga's you need to run the quest line from her (at Morkuldin Forge in Wrothgar) to get, and they're purple or gold food with a couple or three buffs; Ambrosias add %age to XP when consumed.

It depends on your playstyle what you'd want to buy and from whom. NPC vendors are a WHOLE lot cheaper for things like style mats, runes for enchanting and so on than buying from guild traders; ingredients for cooking in my experience are a whole lot MORE from NPC vendors than on guild traders (though that's actually extremely variable).

Snugpod (the tiny bosmer house near Elden Root) and a set of crafting stations! It is worth it even if you don't care about decorating.
It's basically a free port to stables, undaunted enclave, master writ vendor, outlaws refuge and a place where you can decon and sort all your stuff without running around. When you click at your house on the map, you can port outside which makes it very convenient.
If you want to sell stuff, things like potions and writ merchant stuff (specifically attunable stations) are always in high demand.

Materials, fish bait, motifs, furnishing plans, stuff from the master writ vendor or the writs themselves

The plans and motifs unlock cosmetic items but they are also useful because consuming them makes it so that you can also craft items. So it's not purely cosmetic the way selling someone the already crafted furniture would be.

Seeing as you're still leveling your character to CP160, I don't think there is anything really valuable you could buy from traders for now. If I were you I'd probably just play the game instead of purposefully trying to contribute to the game's economy by buying things you won't need for a while, such as Perfect Roe or Dreugh Wax (I really don't think the economy will be affected by whatever purchases you can make at this point).

... Though if you're set on buying something, I suppose you could consider buying a set of Training gear from traders, which will help you level faster. You could for example buy 5 pieces of Heartland Conqueror, as well as 5 pieces of another set with the Training trait (such as Order's Wrath).

This is a serious response. What you are seeking to do here isn't really possible anymore. All the things that used to fit into the category of 'desirable' have been provided in many alternate ways such as loot boxes and double-drop festivals.

The players that used to use anything that could be created, now harvest and create most of their own now.

With regard to perfect roe, it's an item that normally drops as a by-product of filleting fish that you have caught.
Used for some high end recipes that there seems to be plenty of nowadays.

furnishing materials and columbine are about the only worthwhile items to collect and sell. But be warned; those players hunting Luminous Ink are also out there farming and they have skills and abilities that make them faster then you will be until about CP700.

Focus on the story and trade those few desirable items as you need the funds.
Any other approach will prove disappointing now.
