Seriously, this SHOULD be considered a bug unless there's an easy (that is, NOT requiring respec) way to shut off Soul Lock.
As is, there's no control over it, and "sell/bank/destroy empty soul gems" is not a solution either, because they drop from anything.

-10 Soultrapping someone with the Soul Trap skill
-5 Stealing a medicinal, religious, or sentimental item
-5 Using a Counterfeit Pardon Edict or Leniency Edict
-5 Fencing stolen goods
-5 Drinking a Corrupting Bloody Mara
-5 Travelling to the Hollow City in Coldharbour

Oddly, that was happening only on one character, and it definitely was soul lock 'cause it was happening in combat and he was commenting on soul trapping, and it was an oaken sorc HA build, so no soul trap, no proc sets like Oblivion, and it stopped when I respecced removing the soul lock.0
