Why would ZOS do away with non PVP Players being able to sell Key Fragments. It was a nice bonus when running those Dungeons. I just noticed all my Key Fragments are non-untradeable currency... I do not PVP or go to Imperial CIty.. Poor decision imo...

    You can spend fragments without doing any pvp or even pve in ICP or WGT vaults.

    I do not even like going to the Sewers... I just like saving them in my bank and selling them from time to time. Now they are useless to me stuck as an unwanted currency.

    You can buy material crates from the Dremora in the vaults, u can sell the refined mats you get from them.

    You don't have to go into the sewers. You go into the vaults of the very same dungeons where you acquired those keys. Purchase items from the vaults, then sell those items.
