You can really use any combination of crafted sets in low lvl PvP and do perfectly fine. Most players there are learning and don't have PvP specific builds. They may not even be wearing full sets at all. I just use Shacklebreaker and Hundings/Julianos and clean up on any new character I'm making. Low lvl PvP is such a joke I will sometimes play in first person for a challenge.

edit to add: bringing a proc set to low lvl PvP is a *** move. Also, taking under 50 seriously is cringe...It's like playing football against 9 year olds, no challenge at all. Let the noobs learn to play and don't scare them away from PvP by stomping them at an early age lol.
