There is no possibility to buy content officially

Since the Russian-language forum is dead, I will address it here:

How can players from Russia buy content in TESO if buying in third-party stores is prohibited, and buying in the game store and on the website is not allowed?

I suggest that developers talk about this topic with the Xsolla payment system, which already cooperates with the Epic Games Store and many other online games. It will allow players from Russia to buy in your store officially, and not violate the rules through third-party stores.

Your option is to use chapter codes from third party stores (not sure what's prohibited there, was always ok) or changing the region on steam if using it, for example.

No, I don't use Steam. Too much extra stuff to run, and ESO is 40 gigabytes heavier there, for some reason :D
Also, it's more expensive in third-party stores than in the Crown Store. When there was a discount on the Golden Road and it was cheaper in the Crown Store, it was sold more expensive in third-party stores. In the Crown Store it cost 3,500 rubles, and in third-party stores they sold it for 5-6k rubles, plus a 10% commission
