The changes this week are a step in the right direction back towards viability for the set in content after it was utterly destroyed in the first patch, but the #1 issue with the change has yet to be fixed - Azureblight still does not work against players.
As we discussed ad nauseum, Azureblight is an essential counter to the current state of abusive levels of shield stacking that scribing has enabled for coordinated groups in PVP. Azureblight is the only set that currently provides enough damage in the specific way that counters how these groups run. Nothing in the game is capable of doing so.
And counter to the laughably disconnected dev comment from the previous patch notes, Azureblight, especially with these adjustments, simply has no impact on any group that isn't tightly stacking. It's complete and obvious counterplay of "don't pixel stack" completely negates it's damage, and plaguebreak simply doesn't fill the same niche at all due to it's proc condition simply not occurring with these groups that Azureblight provides a viable counter for.
The 10.2.3 patch was so close to the devs making a good decision, but also so far. Please please please, pull your heads out of the sand and make the final revert you need to make to keep this change off the pile of ill-considered changes, and ignored balance problems that are rapidly driving Cyrodiil into a death spiral.
