Imperial city has been very dead for the last year. Would be nice to see a change to IC just like BGs to see some more activity there. Any suggestions?

Got to disagree. It just seems to be polarizing. Personally I love it, because there is always something to do. If there's PvP you do that. If not, you farm. If you actually want to farm bosses, and do so efficiently, you soon find how scarce those opportunities actually are. I am a sandbox player. Again - personally - I'm not a fan of BGs, their goals, mechanics and achievements at all. Not ... in ... the ... slightest. Making IC like BGs would be a mistake, because it simply caters to a different audience. Is there anyone who does literally everything in this game, ranging from overland to vet hard modes, to ToT, engaging with companions, IA, and decorating a house? IC is just another one of those things that caters for certain people ... people like me.
Making IC more like Cyro - raising the population - this kind of happens during events. For me, when ball groups arrive, that robs IC of it's own charme. I suppose I got to add that I play on PC EU. The population may be small, but it's not empty. There is always something happening.
That said, I will agree with anyone who finds a way of populating the sewers, so long as it's balanced and not at the expense of upstairs.4 -
Credible_Joe✭✭✭✭✭I always suggest a capture-the-flag ongoing activity for the sewers, kind of like how Elder Scrolls work in Cyrodiil. Each base gets a relic, carrying a relic gives a significant tel-var boost, but marks you on the map. For double-jeopardy, nab two relics.
And of course, you have to fully transport the relics back to base to cash in. No queuing in and out of the sewers for a convenient port while you're carrying.
Capping gives your whole alliance a tel-var and AP boost for a half-hour, hour or so, and then the relics return.Thank you for coming to my T E D talk3 -

✭✭✭✭✭IC despite receiving updates this patch will remain dead tbh. At least this is my prediction. IC is basically has "rotten core" problem and is very toxic at its very foundations. It is not appealing to PvE players and even for PvP players it is kinda toxic as well. Too small, cramped & narrow. Basically only playstyle that are possible there is Ball Group or group gank.5 -

It already has unique and lucrative rewards like Hakeijo, yet it's still dead, so it's not for lack of rewards, it's lack of gameplay. that is the biggest reason why fights die on the surfaceplays PC/NA
