This has probably been talked before, but since the Tank players are a problem in Cyro, this could help a bit too.
This is but a small thing, but I think it can help:
Battle-Spirit should not add it's 5k Health-Bonus if the Player has an HP of 30K-plus.
If a player has 27k, instead of going to 33k it could be at a flat 30k.
If it has 18k, it goes to 23k and so go on.
The Health-Scaling Skills can be double checked later on, but just this minor thing would help a lot.
Throw in a healing debuff as well, since we are not locking cross-healing into groups, could be something like this:
"Increases you HP and decreases your healing received based on the amount of HP you have"
Could have a 5% healing debuff at every 5k HP past 30k HP.
If someone wants to commit to having up to 40k and on, let him be.
Add exceptions to buffs, unique buffs and sets, so that Death Dealer Mythic, Warden Passive, Aylied Wells work past this.
