So confused right now because the house is not available through the crown store in game and there is nothing on the September store list page.

If it were available for gold, it should say so when you visit it for preview-- when you click on the purchase options, either the gold price for the unfurnished version will be shown, or there will be a message above/below the purchase options saying that "requirements not met" or "requires XXX achievement" if applicable.
Coincidentally, I was in Auridon yesterday fighting the world bosses and saw the house pop up on my map so I previewed it, but at that time it wasn't for sale yet. I haven't checked it today.I've fought mudcrabs more fearsome than me!1 -
