What happened to Craglorn Quest starter Star-Gazer?

There's supposed to be one in each capital city, but he's not there. His cart is, but not him.

He's now only in Bangkorai?

Put him back please?

Craglorn hasn't moved? Just go there and do the quests.

the Star Gazer quest got moved to Evermore in update 40 nearly a year ago so it's unlikely to be changed.
it's not a bug.

Three ways to get there: Wayshrine, Star-Gazer cart, or the gate from Bangkorai.

You can't discover any Wayshrine without using the cart to get there first. At least when he was in every capital city, you could get to him from anywhere with one overland hop. Now he's not in any capital city, nor major port of call. So discovering Craglorn is a tedious endeavor of running around and finding the right transport.

I thought I saw that it was moved - but wasn't able to find anything official. Thank you for the reference. It may not be a bug, but is damn sure irritating. Guess this should go under "feedback" instead.
