No emperor even with all keeps

We managed to get all emperor keeps...and the game never announced emperor. It showed "no emperor" on the board. What a disappointment this game can be.

✭There are no buffs for the faction anymore for gaining emp anyway. No reason to get emp now.0 -

✭✭Had it flipped to another colour? If it was a red emp (for example) and they abandoned the campaign it would need to flip to another colour emp before a red emp could be crowned againSoupy twist1 -
