Should Light-attack only sets affect medium and heavy attacks too?

Hello folks,

been working on a few weird builds recently and I have been browsing alot of sets for those.
I saw that there are plenty of sets that have trigger conditions "on light attack".
However for a light attack to be actually considered a light attack you only are allowed to press shortly, if it is a lil too long its already medium and doesnt trigger it.
And heavy attacks do not trigger them at all obviously.

I thought: Why is that?
If you look at Arms of Relequen that one has a very broad trigger condition. It triggers of both light and heavy attacks and everything in-between. Which is probably why it is so good on a variety of builds, including classic dual-bar builds, dual-bar heavy attack builds and even some one-bar builds.

There are other sets now such as Grisly Gourmet that only trigger on light attacks but grant bonuses for heavy attacks (Empower) which is kind of confusing. A trial set Whorl of Depths also only triggers exclusively on Light Attacks but could see a wider build variety if that would open up a bit more.

Belharza's Band is a mythic which rewards double-light attacking without a skill between for a mediocre dmg proc. This set could be much better if you could also use heavy attacks since it could then work on lightning-staff heavy attack builds because it double-ticks on each heavy. Also its dmg bonus should expand to heavy attacks too.

Kjalnar's Nightmare is an old monster set that requires absolute precise light-attack weaving to give the dmg proc. It is still outclassed by others such as Zaan and even Stormfist (considering total dmg). Opening on the trigger conditions could help alot to let this set shine a bit more.

It will not hurt the light-attackers at all but it could help for the sets to work on different kind of setups without affecting their original purpose.

    Sets need to have defining characteristics that set them apart. If more sets all triggered on a universal level, then every role would simply gravitate to one (or maybe two) set. Which would be the set that is the current meta. Which would in turn result in more dungeons/trials being much more difficult to fill because the interest in them has fallen.

    And my Whorls set works just fine as it is. I like that I can opt to weave in a very short medium attack instead of a light attack because I don't want to waste a Whorl on a target that doesn't need it. I'd hate to see that change.

    [edit] Forgot to point out.. Light Attacks aren't difficult in any way. Sorcs and Bow users love being able to build stacks rapidly with Light Attacks because of how incrediblly easy it is to do.

    I think it's good to have sets that are meant specifically for certain types of builds, be it either light attacks or heavy based. Mixing them up will just lead to both LA and HA choosing the same set. We have sets procced by fire and not ice (or the other way around), direct damage and not dot (or the other way around) etc. I like dedicated sets, it makes builds more unique.

    As for the sets that activates on LA and grants Empower, these are most likely leftovers from when Empower buffed both LA and HA. Seems like someone forgot to adjust them ;)

    Can’t you just use a lightning staff? My understanding is the ticks of a lightning channel count as LAs, and the final hit is the HA.

    They don't. All ticks of lightning staff HA count as HA.

    Unless I'm mistaken, it's the opposite. Each tick of a lightning staff channel is considered Heavy Attack damage. Which is why they're so popular with Heavy Attack sets, because they can proc more than once if the cooldown is shorter than the length of the channel.

    [edit] Same applies to Resto staves.
