Best Class for Staff Tank (no S&B) ?

I know there are merits to tanking with S&B and Staff, but if I rolled a Tank who took a solemn vow, to only wield the Frost Staff ... which class would be most effective?
I am considering Arcanist or Warden. Or even Necromancer, if possible.

Bradyfjord✭✭✭✭✭The arcanist is cool, but warden fits better imo. I would take it to something simple first to test. I feel like on really challenging fights you would miss the weapon/shield bonuses for blocking damage though.2
