Best Class for Staff Tank (no S&B) ?

I know there are merits to tanking with S&B and Staff, but if I rolled a Tank who took a solemn vow, to only wield the Frost Staff ... which class would be most effective?

I am considering Arcanist or Warden. Or even Necromancer, if possible.

    Definitely warden since they get buffs specifically to ice staff. Equip the Bloodlords Embrace mythic item to get near infinite block.

    I'm voting for Arcanist. The ranged magic taunt Runic Embrace is good. The Arcanist pull skill is convenient.

    The arcanist is cool, but warden fits better imo. I would take it to something simple first to test. I feel like on really challenging fights you would miss the weapon/shield bonuses for blocking damage though.
