I think it is up to the platform whether they want to run a sale on an item, and when.
My main concern is that the Gold Road ppgrade on XBox is still way more expensive than it is worth. Scribing just isn't that valuable to me and West Weald is not Telvanni Peninsula + Apocrypha, or even High Isle + Amenos, by any measure. My feeling is that this is a $19.99 Chapter, $29.99 for the Deluxe version, to upgrade. MSRP, not on sale.0 -

It just seems weird that the base upgrade for Gold Road costs more than the Deluxe edition Gold Road upgrade.

This has happened before, last year when Necrom was on sale for PC/Steam for standard upgrade and deluxe upgrade, both PS and Xbox were only on sale for deluxe upgrade.0
