I mean if I keep the game on in the menu if it counts for the reward. Then, if it doesn't count, I'd have to keep going back into the game to earn this. If I can't make it this year, ESO makers could do it next year.
I thought it may use up some more electricity to run the game, yet I'm willing to do it.

I need more information to understand what this is about.

Steam players can unlock free in-game rewards.

That is Alienware first and foremost.

This is an Alienware thing, but I'm pretty sure it's looking for the game's executable to be running rather than the game's launcher. Steam will count the time the launcher is running for that now-depressing "time played" number and ever-so-helpful "last played" time-stamp, but since you have to use the little widget on the Alienware page to launch, I'd be very surprised if it counted the launcher time as playing time. Since this is also partially a Steam thing and Steam's launcher takes you right to character selection, I don't know whether timing out back to the login screen counts as playing time. If it's periodically looking for the presence of the ESO executable in the active processes, then it probably would, but that's just a guess on my part because I don't know what it's checking for in order for it to derive your personal time played.

I'm not sure what your electricity rates are, but mine are about $0.10 per kWh, so reaching 11 hours of playing time costs under a buck.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

I believe the promotion's community goal has already been reached, so the only thing you can do-- if you do play ESO through Steam and are interested in claiming the rewards-- is play for the required number of hours (which I think is 10) so you qualify to claim a reward code before the promotion ends.
I've fought mudcrabs more fearsome than me!
