Galeriano2✭✭✭✭As for low lv characters soloing IC bosses it's really nothing unusual. I was doing it on few characters since they got lv 10-12. On a proiperly made build You can solo a boss pretty quickly. As for monster sets those that drop in IC are are tied ot a level of character that dropped them so You can use them as low lv character plus during certain evenmts there was also an option to get low lv montsr heads from dungeon monster sets.2

✭✭✭✭✭Soloing bosses as a level 19 isn't really impressive. In fact, it's kind of the opposite of impressive - crafted low level gear scales much higher than max level gear if it's the same level as your character.
Monster sets from IC drop at low level.2 -

Was it in CP IC or No CP IC? If CP, then that answers the question. You have no idea what the CP level of the player is, or the skill level for that matter.

That's not true at all. I've made new characters and had them learn crafting traits so I can reconstruct gear at level 4 and higher for grinding.

if they are lvl 19 and soloing IC bosses, they know how to play for sureplays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

there are some exceptions of that such as mythics, which are always max levelplays PC/NA
