deleted from Steam, won't launch, wont allow ticket to be submitted.

I had an account on Steam. Decided I wanted to just use the ESO launcher. Unlinked it from Steam, Had Steam Permanently remove it. Restarted the system. Launched ESO normally. Went to the Account, needed code for verification. Got code. have access to the account. Then I launched the game. It wanted code for verification. waited. waited. No code arrived. Even though we know the email is Valid (from obtaining the code when I checked the account), no verification code arrived. So I went to put in a ticket.

Wrote out the issue on the ticket. Tech tickets require Game Consultant data be attached or you can not send in the ticket. watched video to make sure I did it correctly. Got the Txt document. attached the txt document. Got this message

The ticket was Not allowed to be submitted without the Game Consultant, which in turn was Not allowed to BE sent since the file was less than a KByte (o kb).

How are we supposed to submit a required document, when it has been designed to be too small for the system to allow it to be attached?

and Obviously, I can't play the game since the ticket has not been sent in.

    Please try the steps in this article to see if they help with receiving the code. If the code still does not arrive, please use the link at the bottom of the article to open an Account Recovery ticket. This will not require a Game Consultant file.
