It doesn't happen every time, but many times after equipping an armory build, even after not travelling anywhere for a long time, it stays at a higher level. For example, I had been in IC with my pvp build, I exit and equip my dps build, and even after wandering around Wrothgar long enough for the cooldown, it is stuck at 131 gold, when the passive is maxed and should be 73. Equipping my build again fixes it but I should not need to equip an armory build twice. This has been going on for months now.
