I say not balance mostly because it's just not funny at all to play against and even not really to use itself.
In PvE it's pointless for every role, we would rather a freeze or immobilize with little frost damage followed by the snare.
That charm is just there to troll people in PvP.

Honestly best cc effect against ball groups add in healing absorption and defile and the enemies simply melt.
They're also reintroducing what's basically randomly dodging attacks with that new IA NB set. Another lesson forgotten, along with procs going off on ranged stealth attacks, burst procs stacking with each other...There's a reason why that animation was removed from "Fear", and here we go again with it being reintroduced... Come on ZOS, learn from your mistakes!
