2 bars are almost always gonna be stronger than 1 bar, since oaken doesn't put anything on the table that you can't obtain from the second bar. Second bar allows to slot way more heals. The only benefit of oaken is lack of downtimes on buffs.
I don't think deadly is the meta anymore. It's a set that buffs channels and dots, thus it buffs jabs. You said you want ranged, thus you want to have Crushing Shock / scribed single target, and it won't get that buff.
The classic combo of rangeplar today is Meteor (blockable, not dodeable) -> Aurora Javelin (dodgeable, not blockable) -> jbeam.
Idk about sets, it's not the class I play the most, I don't like how they nerfed jabs and his melee potential.
Ranged is still pretty decent tho as you have strong defensive package with Living Dark, Extended Ritual, Focus.

It does, but it’s a waste to wear a whole five piece set for one skill. I’m a magplar main, and am having more success with Shattered Fate on my front bar than Deadly. Also, thanks to scribing, we finally have access to a ranged skill that provides Major Sorcery that isn’t garbage tier (unlike Degeneration). I would only go back to using Deadly if I also went back to using Jabs, but ranged magplar feels more fun to me these days, personally.

Healing Soul can potentially be a big upgrade over BoL/HtD with the Druid's Sig (even post nerf will be good), and either the Major Brut/Sorc Affix for bar compression, or Major Vitality for power. The targeting on Healing Soul can be awkward sometimes. ZOS should address that. Really loving Healing Contingency though now that I'm used to the activation dance, surprisingly strong burst and HoT that cross heals in an 8m radius, lots of unique affixes available, u43 bringing the major wd and crit buffs to Contingency will be huge for some builds.Healing soul is Aoe right healing lowest person nearby, I might be wrong but I don't see being useful as a selfish heal in group play such as bg/PvP. At least I have some kind of aim with HtD. Maybe contingency could work, in combination with vigor or block to consume it. Adding those buffs will also be nice, but got to unlock them first and as I only did the scribe quests today..got some ways yet

The forgotten Healing Burst has been a fun find for open world DK, lower tooltip but it can AoE burst heal and purge on each cast, eats siege, and gives me the rare Minor Expedition so I can better keep up with Sorcs and NBs.

If you have access to scribing, I'd *really* try to get major vitality.
Jewel's of Misrule is most efficient food. Health > 30K. Don't beam targets over 35% health (unless they getting attacked by allies, then 50%). You're not going to ever kill anyone half decent with Crushing Shock. Try to not to just stun people just because. You need to javelin + beam (or meteor) to kill anything so ideally, javelin people when their health drops to about 40%ish. Of course, if you need it defensively use it then.
Even though you ranged, you cant stay at max range as Javelin is only 22 meters. But you aren't squishy so it's fine.
The only thing you really have to manage here is making sure your HoTs are up, which you should be doing anyway. Eclipse, Vigor, and Ritual together will ensure >90% uptime on Rallying Cry set (which you need).
