IA Bug? (maybe intended..)

Hi, today I did my daily task in IA and I found out that if you leave the area through the portal and then come back the area is still the same and the Urns in the area are reset and can be looted again.
The process is probably repeated over and over again (I tried it 4 times for testing) and I don't know if it's a bug or if it's by design/if it's ok...
Practically it is possible to loot Urns in IA nonstop (drop from Urns can be ink/plans etc.), and it's not right from my point of view, so maybe bug?

How many urns in total did you loot? (Not look in, but actually loot.)

The other week I was in the Blackreach public dungeon. I looted so many urns I got put in loot time out, where every container is empty for the next while, even after switching zones. So even if you can loot the urns again in the same instance, as long as that cap mechanic applies it won’t matter if you loot unique urns or reset urns to get there. You can just as easily go to that public dungeon or Necrom or other location with a ton of urns and reach the limit there too.

I noticed yesterday when I was in IA that they dont respawn new items if you dont loot them.

I looked in a few but didnt loot since the items where useless, then after a few stages I came to the same room again with urns and the exact same items where in them

I have autoloot ON so I looted every one that was lootable, and I didn't count exactly, but in the room there were 3 spots with one big urn and 1x spot with two big + two small urns, always some were "empty" and some were loot (always empty/lootable were different urns, not the same ones), and the loot from them was as always, some lokpicks, 1x I had jwc survey, maybe 3x furniture plans and 1 oe 2x such blue book with random treasure inside (for sale). My companion is also Azandar, it has some bonus for loot containers...

Like even if this was intended I wouldn't do it because it's boring and the loot is more *** than something nice, but it seems weird to me so I wrote it here, if it's a bug it would be good to fix it and if it's intended I apologize for the redundant thread.
