New design Request: Passive bar

I'd like to make a request that would update the game to modern times. Can we have a passive bar? A bar dedicated to chosen passives?
Say it's the same length as a normal ability bar, but instead of taking the abilities it slots the ones we need for passive buffs.

Buffs like Siphoning Strikes, Deep Thoughts, Inner Light etc.

These would free up space on the bars so we can use more active skills.

I get the idea but we have very few passive slotted abilities already so with only 5 passive slots, you could have every passive ability on you at all times, wich wouldn't be very interesting (literally everyone would use the same).
Even if we reduced it to like 1 or 2 slots, classes that already have most of theses bonuses on active abilities (such as nb with cloak or dk with flames of oblivion) would only get stronger in pvp because they could use the few passives that they don't already have (like major prot from revealing flare) and these classes in particular don't need it. Those that don't have good skills that also happen to give good bonuses will be left in the dust (i.e. necro and templar, some of the worst pvp classes)

Let's just leave passive skills as what they are : a good bonus that requires a sacrifice

Bad idea in this form. More power for no cost.

However making players pick something like 6 passives out of ALLLLL the passives they have skill points in could be a big improvement to the game. Some should be always active (like the minor class buff passives or weapon implicit passives like twin blade and blunt or ancient knowledge)

Imagine having to pick which class, world, weapon, guild, etc passives you want active on you at a time. Would require a huge rebalance of passives, but would greatly deepen theory crafting and build design while pushing specialization without reversing hybridization.

The idea is already there with "slot x for y bonus" but many passives without this condition, like Undaunted Mettle or (current) vamp 3 are powerful enough that they should have to compete with other available bonuses.

Yesyesyes I need that ! It would make passives more impacting instead of the "1.424% more damage with bleed attacks from steel pans" we currently have

Nah, we're already have too much of the "while slotted" stuff.

It's feels more impactful and fun when the power is coming from my actions than from slot and forget passive abilities.

I would only allow one passive slot, as everyone tends to use one (in fact 'Revealing flare' could be useful in any case aswell as the one from the Mages/Fighters Guild too)..
This would increase our pool of active abilities in PvP, normalizing the excessive dependency we have on passive abilities by giving everyone a standard buff and reserving potions for other uses.

IMO active slots should be reserved exclusively for active abilities and by removing passive abilities from our bar, we can reduce the gap between potion users and others, dedicating that slot to a new active ability, making the game more convenient and diversify the use of active abilities that way.

Players using a controller wouldn't be affected but would gain one more available slot.

Another idea I have is to nerf all major buffs to reduce their overall impact

I think the devs should remove all the passive on both bar options or ensure that all classes have two available to them.
