Arctic Blast: What is the point of a heal that doesn't work when you most need it?
How am I literally supposed to use this skill in PvE or PvP as a heal?
In overland, it is going to be absolutely useless since most enemies will be melee and you can't use it to heal in melee.
In dungeons you need the tank to pull the boss and every single add and dodge roll at least 6m away before you can self-heal. Just ignore the slight drop in dps and the 3 global cooldowns spent (dodge roll away, Arctic Blast, dodge roll back into range) to get a mediocre heal.
In PvP you simply have to message your PvP enemy currentlly hitting you with DIzzy Swings to lay off so you can heal yourself.
This is absolutely awful and makes this skill completely worthless in all forms of the game! Why not just remove the stun from Arctic Blase and add it to a skill like Screaming Cliff Racer by having it set off balance on the first hit and stun on the second (like Dizzy Swings)? You can then transfer the other buffs to Cutting Dive which is currently underpowered for PvE.
