I tried someone else's fix and just relogged, he was spawned when I got back in.

Still bugged on the 25th - people here say they have been waiting over 40 minutes and I've been here about 25 minutes.

Scratch that. Logged in at 5am and it appeared

This fix came in the first incremental patch for PC, so they know how to fix it. That fix obviously didn’t make it into the console launch of Gold Road, and consoles have not had their first incremental yet. I would not expect anything sooner than that.
