Impossible to proc minor brittle in werewolf form

I am aware it's the most niche thing ever - but dealing frost damage with a frost staff equipped whilst in werewolf form will never proc minor brittle.
I am assuming this is a bug because with the Bulwark CP, resistances carry over with the ice staff equipped therefore the game registers that you have an ice staff equipped, so dealing frost damage should also be proccing minor brittle.

    It’s not dealing frost damage but applying Chilled with a frost staff equipped that procs Minor Brittle.

    What are you using to apply Chilled?

    ETA: As another thought, there are some things that count about weapons while in WW form and some things that don’t. You don’t get weapon line passives, which is intentional, so even if you are applying Chilled they may have disabled the Minor Brittle proc intentionally as well if they coded it like a passive.

    Yeah, that's bad wording on my part - I was applying chilled with a frost enchantment, and the Frozen watcher set. had 99% chilled uptime and no minor brittle procs whilst using a frost staff.

    Yeah I am aware of passives etc - but the ability to proc brittle is not stated as a passive anywhere, whether it is coded as one is a different story.

    It is stated that you exclusively need to be using a frost staff, and as a werewolf you can do exactly that.

    Just an unnecessary feature to disable minor brittle in werewolf form - whether it is just a side effect of the way it's coded we will likely never know

    Ah, gotcha.

    Yeah, it’s always interesting to me to see what’s coded as what without being intentionally stated to be that way. For example, mounting is coded as an ability and so procs Spell Recharge on Altmer, which in turn procs Harnessed Quintessence on an Altmer Arcanist. Roll dodging and bashing are also abilities that proc Ulfsild’s Contingency.

    It wouldn’t surprise me if this Brittle proc were coded like other weapon line passives, but I do think it should be confirmed as intentional and explicitly acknowledged as such somewhere in game. IIRC we only got official acknowledgment that the disabling of weapon line passives was intentional a short time ago, and on the Ex-Tweeter to boot, even though they’ve been like that a decade. As far as I’m aware that isn’t mentioned in game either.

    It would be nice to know whether the disabling of the Brittle proc was deliberately taken into consideration as part of the WW budget.
