Are survey locations determined by where the crafting writ is handed in?

I've been crafting a while, but only wondered about this recently. When we hand in crafting writs in a particular zone, does the game tend to drop more surveys from that same zone into the crafting rewards, or are the survey locations selected purely randomly?

I do all my writs in Vivec City and my surveys are all over the place.

Normally random. That said, I have noticed for me at least, that I haven't gotten any surveys in skingrad lol. RNG hates me this week

It's random, by zone.

If you get a survey, you get one in a random zone... and then if it's a zone with multiple locations (such as Craglorn, Wrothgar, etc...) you get a random one from those options

Random, otherwise everyone would be turning in in Craglorn for the extra Nirncrux chance.
