Dark Enforcers not killable?

Hello! I just had a random event in West Weald that was very reminiscent of Skyrim - two AD elves escorting someone tied up.
I attacked one, and none of my attacks hit, and they could hit me just fine. Nothing landed, they lost no health.

✭✭✭✭✭do you have the Gameplay setting "prevent attacking innocents" turned on?
i remember seeing npcs like that on pts and they had yellow health barsmiaow! i'm Luna ( she/her ).
