Game acting as if it is a new install

Running tech support for my wife here, this is what she has going on, in her words, I've added my own thoughts in bold:

Game keeps asking about settings.

I want to note that I'm not signed into OneDrive ( it's completely disabled for both of us). I have a variety of folders for ESO selected as safe in my security settings. I also want to point out that the game seems to want to make at least two other folders. The install/original folder is on my E drive. If I have no other ESO folders, it will make another in the E drive then make another on my C drive in documents. (Edit: The c drive is normal behavior, the extra folder in E is puzzling)

I do run addon's through Minion. I have deleted all of them and still had the problem. The game will ask how I want my settings, like brightness, I will have to agree to all the terms again. I will not have to manually enter my login information. I do have to change in game settings as well, but it seems to remember a few things like the colors I want for chat.( I suggested that she disable all add-ons as I thought one of them may be doing something to cause this, they were not to blame. All variables were cleared on uninstall)

I have gone through the settings, copied and pasted that user settings to all three of these folders and sometimes it seems to work, then the next day I log in the game will request my settings again. I have actually been dealing with this for a long while, but it has recently seemed to have gotten worse. In the past it seemed a somewhat low chance for it to ask for my settings, now it seems much more frequent. Needless to say, it is frustrating and puzzling.( I have suggested a clean install but that would be the third time we've done this. Our computers are identical and I installed the game the same way in both, but she has this issue, where I never have)

I'd appreciate any help y'all can offer.

    Some things to try:

    1: Try running the game as administrator. (maybe there is a restriction on where ESO places the files, and it needs administrator rights to do so. Auto-deleting the files after windows detects they weren't allowed to be placed there.)

    2: Check the harddrive for errors.

    3: Check for any virusses, or if ESO is detected as one.

    4: Does windows maybe restore the folder to an old version? As you say it sometimes does remember some settings. Maybe it is a weird restore-to-previous-version feature, which could be from windows itself, or the security software, or the antivirus software.

    Just a few thoughts, hopefully you can get this resolved!
