Last boss, make sure you have show negative effects/debuffs on yourself so you can see your debuffs. Whenever a wave comes by, run into one of them (don’t get hit by both you’ll probably die). Once your debuff changes from a dark circle to a lighter one, you’re drenched. The AoE the boss makes around him also applies soaked. Be warned that each stack makes you take more damage and this also might take a while since you’ve got to do it three times. I got it by tanking in a very low DPS pug group but finding other players to get the achievement with might be a good option so you can focus on getting the achievement without dying to the waves.

No problem! I’m not sure, I also don’t recall how many stacks you need. If you touch another wave, it’ll add another stack which resets the timer. Basically, if you get hit by any water you get a stack of soaked, once you’re soaked enough you become drenched, once drenched you cannot become soaked again until the debuff wears off. The biggest aspects are that the fight needs to last long enough to get drenched 3x and you need to not die to the attacks that apply soaked (which is why I didn’t suggest getting hit by the aoes that spawn on your feet that you have to evade because those might kill you—I don’t recall).

Soaked to the Gills is awarded for getting drenched thrice in one fight against Captain Numirril in Veteran Shipwright's Regret.

@Soarora thanks again. I managed to find something on here that says 10 stacks of soaked makes you become drenched. Once you're drenched you can get stacks of soaked again. Repeat 3 times. Gonna give it a try now 🙂

Just a suggestion, this achieve is very easy to get with a tank. Just stand in the waves until you get the achieve. Your achieve will proc before fight ends if you meet the requirements.
