Of course changes could be done in Cyro to make it perform well, but it will never be lag free and it never was.
So, why take away the pop from servers? Let us enjoy the lag with more people on it.

I remember Guild Wars 2 WvW being quite lag free when I used to play it regularly a couple of years ago, but one of the reasons being that measured were usually taken to make sure the servers were not overloaded, like lowering graphics of player characters beyond yours a certain distance away during zergs, different maps one could teleport to and so forth, and the numbers over there were way higher than ESO's, not sure how things are now over there but lag has always been an issue in Cyrodiil afaik.
