Also, in case you didn't already know, and my apologies if you did! : don't create multiple tickets for the same problem because ZOS have a policy to move tickets to the back of their support queue if you do that. Also, request updates for your 1 support ticket at most every 3 days, or it will expire and be automatically closed.

What level is the character on which you are trying to purchase skill? I think some skill lines have a level minimums, such as Level 6 or Level 10, so freshly created characters might not be able to purchase it.
"Skilled Antiquarian" achievement appears to be grayed out and not completed. When I read the achievement description, it says I have to max out the relevant skills, which I feel I have already done.

yes, when I search it under achievements i can see that "Master of the Eye" and "Master of the Spade" achievements are shown completed.

I thought you needed to log onto a player that has the Skilled Antiquarian achievement, but when I looked at my own it told me to log onto a character that has not aquired the associated skill line. So you just need to have one character that has completed the Skilled Antiquarian achievement then log onto one that doesn't have it to purchase it.
But your screenshot doesn't show that you have ever completed the Skilled Antiquarian achievement. Did you maybe delete a character that had earned this?
