Do you free the horses in the Imperial City?

They’re usually standing near groups of Legion Zero mobs, and I was on my Nightblade doing the daily and realized that given a choice, I would preferentially target the mobs by the horses so I could free the horses.

So to all my fine soldiers in the Imperial City, do you free the horses?

When I'm in IC, I'm there to kill other players and collect on Tel Var.

I still take the time to free the horses, because you're a monster if you don't.

I didn't know that was a thing. In fact, I try to avoid the area where they are, because the few times I'd tried to make it through there I had trouble negotiating the obstacles and got killed by enemy players. Is it part of the zone quest for that district?

Freeing the horses? No, not part of the quest. 100% optional. Killing the Legion Zero goons is part of the quest (or it might have been the quest for next district over, that quest isn’t picky about where you kill them unlike the Xivkyn in the Memorial district quest).
