You line up a heavy attack, proccing status effects or cc, proccing the two sets all at the same time and execute.

that rule only applies to "burst" procs, ones that have no telegraph or evade time

tarnished is a burst proc, there is no evade window or anything

anthelmirs construct the projectile has a travel time, meaning while the proc itself does a single hit of dmg, it is not instantaneously applied and can be dodged

so both of those procs are allowed to trigger on the same attack

an example that would not work would be tarnished + like vipers sting, as neither have any form of delay and are instantly applied

examples that get around this would be procs with delays such as sellistrics, maw of scavenging demise, flame blossom, velidreth, pillar of nirn, etc as all of these procs have some form of delay
