It was on the pop up on Xbox right when you log into character select.

And there is a pop-up with the event info when players log in.

What I later realized is 1) you don't see it if you don't log out
2) you don't see it if you don't use the launcher

The link you posted is what I was quoting from but was being asked all over the place what the event actually was.. which is double gold lol

Clicking on the announcement in the launcher opens a PVP guide from last November. Very confusing since it has nothing to do with PVP.
