vDSR ice synergy on first boss bugged

Just had a pug run where multiple people were not ever able to use the ice synergy, no matter what phase of the fight we were in, only the fire one. Has anyone come across this before? Or is this working as intended and only a few people can use it? Healers were able to use it during the boss fight but not during the teleport phase.
