Any Recurring NPC’s That Are Not Part of Main Quests? (base game)

For example, Lady Laurent & Stibonns, then the Twins from Ebonheart Pact (AD doesn't seem to have an equivalent duo) clearly appear later on, but I'm not sure if there are any others, so if I'm missing someone - please let me know. Reason? In the process of changing mains, so I'd like to catch all the reactions possible as I play the expansions & DLC, but I can't bring myself to finish every single side-quest.
