ESO Online Account vs XBOX account

My husband plays ESO on xbox and I play ESO on PC. Somehow he linked his xbox profile ID to my ESO account, but now wants to create his own ESO account. Are ESO purchases made on the xbox saved to his xbox profile, or my ESO account?

No, his xbox profile is tied to his Microsoft account.
