they were running a tank build, so hitting an 11k dmg hit was "unexpected" for them, but its still possible with certain skills, or empower + heavy attack, or heavy attack + off balance bonus

if they were seeing an 11k dmg white text, that means they were using some kind of direct dmg attack that did that, and the easiest way for a tank to do that would be hitting off balance enemy with a HA, or empower + HA\
for a DK the only other skill that might hit that hard would be an buffed whip (3x stacks before use)

Interesting. Haven't tried to run a PVE tank as a DD since I realized that is self-inflicted hard mode

i can definitely tell you its not an oblivion dmg enchant, a 1h oblivion dmg enchant is like 2750 dmg hard cap, and cannot crit
and your saying its only happening once a minute is not enough to go on unless its a skill your not using often, or some proc (thats not leeching plate) triggering
if you had a combat metrics summary, it would be extremely obvious what it was doing that kind of dmg lol

How to use "combat metrics addon" in the game?
Unfortunately, the ESO say " out of date version".
Maybe I need to wait until latest version shoe up.

it still works i can assure that
after you finish fighting an enemy you type /cmx in the chat and that pulls up the report on the fight, this shows all the skills you did dmg with, their avg dmg, max dmg, how many instances each dmg hit and crit
