What file does ESO launcher execute

I need the file that the eso launcher executes not the file that launches the eso launcher which is ESO.64
Reasoning: DPI I am trying to override high DPI scaling behavior on the game file itself not the launcher. I have been able to override it on the launcher and now the launcher looks beautiful but the game still loads to the windows upscaling and looks blurry no matter what graphical setting.
Further detail: upgraded my monitor to a HDR 65 inch 4K resolution TV. Windows recommends a 3840 x2160 display resolution and a 300% scale up to text and apps.
If I do not use these recommended settings you cannot see anything because it's very small.
Yes I have launched the game with the not recommended settings and it looks wonderful but with recommended settings not so.
I guess what I'm trying to figure out is, is there a way to make the eso launcher and game itself ignore windows upscaling recommended display options and if not what is the name of the file that the eso launcher accesses to launch the actual game itself. I would prefer not changing my recommended settings for Windows because from 10 ft away words and apps would not be legible

Further information: I got the launcher itself to look properly by changing the properties under compatibility DPI settings but game still launches upscaled

    eso64.exe is the game executable. I always run that directly, which completely bypasses the launcher. I only use launcher on patch day. I have never adjusted DPI settings or anything like that, though.
