Some questions regarding the buff from Merciless charge.
  • Does the buff scale dynamically with your weapon/spell damage while it is active?
  • Does it it benefit from certain weapon/spell damage buffs in cases like the caustic arrow buff, dro'zakars claws, etc. where having increased weapon/spell damage against affected targets also dynamically increases the direct damage increase from merciless charge against those targets?

If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...

If a game does not respect your time, best thing to do is move on from it and find something else.

Yes to the first. To calculate its effect MC takes your base WD/SD.

No to the second. MC doesn't use conditional buffs, since these normally inject themself at a different stage in the damage formula. At least not that I am aware of.
But it depends. If the buff in question alters the base WD/SD, then yes. Like for example Burning Spellweave or Briarheart.
Dro'Zakars Claws doesn't increase your base WD/SD, but rather buffs damaging abilities with a bleeding target.

If anyone here says: OH! But, PVP! I swear I'll ...

Thank you for the valuable input and respectfully recommend to discuss that aspect of ESO on the PVP forum.

As much as I would like this to be the complete answer, it however, is only a piece of it. Namely because when I brought up sets like dro'zakars claws, it is because it does state that it increases weapon/spell damage by 103 for each bleed effect you have on the affected target.
I could see a similar situation with bloodthirsty jewellery since it does a similar thing but only increases weapon/spell damage up to 350 each against targets below 90% health, but really though, I'm just kinda stumped because I thought that the direct damage increase from MC could scale dynamically against each singular target independently when it came to sets like dro'zakar, or even caustic arrow as that one increases weapon/spell damage against targets affect by poison arrow, same similar thing with witch knights defiance.
